Interesting read! I promote French higher education, so I'm that much the happier! The calendar is not very correct. The intake is September and students must confirm their admissions by June. July and August are holiday months in France with only a skeletal staff working in July. Students can apply for visas three months prior to the date of travel. Appying in August / September is cutting it fine.
